            The Committee on Natural Resources moved to amend the bill on page one, section one, line twenty-one, after the word “authorized” by changing the period to a comma and adding the following: with the following amendments:

            On page one, section one, by striking out all of section two and inserting in lieu thereof a new section two to read as follows:

§58-71-2. Fees for Hunting, Trapping and Fishing Licenses.

             2.1. In accordance with the provisions of W. Va. §20-2-42, the fees for hunting, trapping and fishing licenses and stamps are indexed by the Division to the increase in the Consumer Price Index (All Items) since January 1, 2006 published by the United States Department of Labor rounded down to the nearest dollar. The Consumer Price Index (All Items) increased by 8.33 percent for the period January 1, 2006 through April 30, 2008, and by approximately 9.67 percent May 1, 2008 through May 20, 2014. Reflecting previous indexed adjustments and amendments by the W. Va. Legislature, actual fee increases from current levels average approximately 4 percent rounded up to the nearest dollar. Effective January 1, 2016, the fees are as follows.

             2.2. Class A resident hunting and trapping license- $20.

             2.3. Class B resident fishing license- $20.

             2.4. Class E nonresident hunting and trapping license- $124.

             2.5. Class EE nonresident bear hunting license- $169.

             2.6. Class F nonresident fishing license- $38.

             2.7. Class H nonresident small game hunting license- $28.

             2.8. Class X resident hunting, fishing and trapping license- $36.

             2.9. Class XJ resident junior and Class XXJ nonresident junior hunting, fishing and trapping license - $16.

             2.10. Class NN nonresident antlerless deer hunting stamp- $28.

             2.11. Class OO nonresident trout fishing stamp- $17.

             2.12. Class RG resident gun deer hunting stamp for an additional deer- $22.

             2.13. Class RRG nonresident gun deer hunting stamp for an additional deer- $45.

             2.14. Class RB resident archery deer hunting stamp for an additional deer- $22.

             2.15. Class RRB nonresident archery deer hunting stamp for an additional deer- $38.

             2.16. Class RM resident muzzleloader deer hunting stamp for an additional deer- $17.

             2.17. Class RRM nonresident muzzleloader deer hunting stamp for an additional deer- $38.

             2.18. Class UU nonresident archery deer hunting stamp- $33.

             2.19. Class VV nonresident muzzle-loading deer hunting stamp- $33.

             2.20. Class WW nonresident turkey hunting stamp- $33.

             2.21. Class CS/LE nonresident conservation law-enforcement and sports education stamp- $14.
